At Pediatric Care Specialists, our team of child-focused doctors, nurses and support staff have a common goal in mind – to make sure your child receives the health care they need and deserve. We provide family-friendly service at four convenient locations and our extended weekday, weekend and holiday hours mean we always have time for your child.
All of our physicians are board-certified/board-eligible in pediatrics, the “gold standard” when it comes to determining if doctors have the knowledge, experience and skills to provide quality care in their specialty.
Brenda O’Leary, Business Manager
Brenda O’Leary is the business manager of Pediatric Care Specialists. Brenda joined the practice in July 2000. Along with her education, she brings with her a wealth of experience in medical management. She is the welcoming voice you hear when you call the office. Her goal is to work closely with the staff to ensure patients receive the best care possible. Brenda is available Monday – Friday for any questions or comments.
Andrew Garbarino, MD
Dr. Garbarino is board-certified in pediatrics and has been caring for children in the greater Johnstown/Somerset area for more than 20 years. He is a graduate of St. George’s University Medical School and completed his residency at Akron Children’s Hospital in Ohio. Dr. Garbarino has a special interest in treating children with asthma.
Regina Kupchella, MD
Dr. Kupchella graduated from Georgetown University Medical School and completed her residency at the Children’s National Medical Center in Washington, DC. She is board-certified in pediatrics, and has a special interest in strengthening the physical and emotional health of adolescents. She moderates several workshops for area families, including Mother/Daughter classes and other parenting seminars.
Venkata Dharbhamulla, MD
Dr. Dharbhamulla graduated from Maulana Azad Medical College, India. After completing his post-doctoral degree in Pediatrics, he received residency training in England. Subsequently he moved to the U.S. and did his Pediatric Residency at the North Shore University Hospital, New York. He is Board Certified in Pediatrics and is a Fellow of the American Academy of Pediatrics. He is the Chairman and Head of Pediatrics at Conemaugh Memorial Medical Center, Johnstown, PA. He has a special interest in bringing the latest in medicine and technology to the children.
Cynthia Pioli, CRNP, CS
Ms. Pioli gained several years of pediatric nursing experience at Memorial Medical Center and later earned a master degree in Nursing Administration. She earned her Certified Registered Nurse Practitioner (CRNP) degree in 1997 from Carlow College, with a special concentration in Family Home Health. She is also nationally certified in Family Nursing. She has worked with the physicians of Pediatric Care Specialists as a CRNP for more than 10 years.

Ms. Haskins, a native of Johnstown, graduated from St. Francis University in Loretto, Pennsylvania in 2005. She earned a minor in Biology, a Bachelor’s Degree in Health Science and a Master’s Degree in Physician Assistant Sciences. Ms. Haskins is board certified by the National Commission on Certification of Physician Assistants. She is also a member of the American Academy of Physician Assistants. She has been a member of the PCS team since 2005.

MS. Moot grew up here in Johnstown. She transferred to St. Francis University’s Physician Assistant program after receiving a Bachelor’s of Science in Biology from Franciscan University of Steubenville. She graduated with a Master’s in Physician Assistant Sciences in 2014 and started working at PCS a few months later. She is board certified by the National Commission on Certification of Physician Assistants. She enjoys primary care for the opportunity it provides to invest in patients and see them through their illness and wellness.

Taylor King-Brothers, PA-C
Ms. King-Brothers, originally from Ebensburg, PA, is a graduate of Central Cambria High School and Saint Francis University (2018), where she received her Master’s degree in Physician Assistant Sciences. She has completed numerous shadowing hours and over 200 clinical hours here at PCS. She enjoys helping others, spending time with family, and pursuing health & fitness. She joined our team shortly after graduation and is board certified by the National Commission on Certification of Physician Assistants.
Josie Helsel, PA-C
Josie Helsel is a Johnstown local. She graduated from Saint Francis University with a Bachelor’s of Science and a Master’s degree in Physician Assistant Sciences. She completed over 200 clinical shadowing hours in pediatrics and is certified by the National Commission on Certification of Physician Assistants. Josie started working at Pediatric Care Specialists a few short months after graduation and is proud to call herself part of the PCS family.
Angela Dill, MSN, CRNP
Ms. Dill earned her Master of Science in Nursing at Simmons University of Boston, Massachusetts. She has been awarded a national board certification through the American Academy of Nurse Practitioners. Her clinical experience includes time spent in family health, obstetrics and gynecology, internal medicine, and a rotation at Pediatric Care Specialists. Prior to becoming a nurse practitioner, Ms. Dill spent more than ten years working as a registered nurse. She is the mother of two children.
Chelsi Janisko, CRNP
Ms. Janisko is a native of Johnstown and a mother of three boys. She is a 2008 graduate from Indiana University of Pennsylvania where she received her Bachelor’s degree in Nursing. Prior to becoming a nurse practitioner, Chelsi worked as a registered nurse in the pediatric intensive care unit at Children’s Hospital of Pittsburgh. In 2012, she earned her Master’s degree in Nursing in the Pediatric Nurse Practitioner program from the University of Pittsburgh and is nationally certified by the Pediatric Nursing Certification Board. Chelsi joined our team in 2019 and brings previous experience in pediatric primary care.

Ms. Kopnicky is a native to the Johnstown area and the proud mother of one son. She graduated in 2006 with her Bachelor’s in Health Science degree from Saint Francis University in Loretto. She obtained her Masters in Physician Assistant Sciences in 2007 also from Saint Francis University in Loretto. She is certified by the National Commission on Certification for Physician Assistants and carries a membership to the American Academy of Physician Assistants. She has worked in pediatrics for 10 years before joining our team in August of 2019.
